Free Riders

I thought this article was interesting. It discusses Canada's refusal to enter into a missle defense plan with the United States. Essentially, the US is dealing with a major free rider dilemma when it comes to the rest of North America and Western Europe. These countries are unwilling to shell out anything for defense because they know that if the worst happens, the US will defend them. Plus, we get to always look like the bad guy for building up arms.
